Most of what is written about Indonesia’s Visa on Arrival is written for people landing in Bali for two weeks. If you are coming to Rote, two details change the picture: where you can actually be issued the visa, and what extending it involves once you are on a small island several hours from the nearest Class I immigration office.
This page sticks to what official sources state, with the dates they were checked. Where the sources disagree — and on one important point they do — that is said plainly rather than smoothed over.
The numbers
- Fee: IDR 500,000, payable in cash or by card1.
- Stay: 30 days from arrival1.
- Extension: once, for another 30 days, for a maximum of 60 days1.
- Entries: single entry only. Leave Indonesia and the visa is spent2.
- Passport: at least 6 months validity from your arrival date, and at least 2 blank pages1.
- Onward ticket: required1.
- Overstay: IDR 1,000,000 per day, plus possible deportation and a re-entry ban3.
- Eligibility: the official e-visa portal lists 87 countries and territories2. The list is revised, so check it rather than trusting a copy of it.
The entry-point detail that catches people
This is the part worth reading twice if you are booking flights.
The natural route to Rote is a flight into Kupang, El Tari (KOE) on Timor, then the ferry or a short hop to the island. It is reasonable to assume you can pick up a VOA there. Several third-party visa sites say you can.
The official e-visa portal does not list El Tari among its entry points2. It publishes 16 airports and a long list of seaports, and Kupang is not among the airports named.
We are not going to resolve that contradiction for you, because only immigration can. What we will say is how people plan around it: enter Indonesia at an airport that is on the official list — Bali or Jakarta, in practice — clear immigration there, and continue to Kupang as a domestic flight. That way the visa question is settled before you are standing at a counter on Timor at the end of a long travel day.
If you intend to enter at Kupang directly, confirm its current status on the official portal before you book anything, and keep a screenshot of what it said.
What the VOA lets you do — and what it does not
The VOA covers tourism and visiting, and stretches to some business purposes or an official meeting1. The official portal frames the same permit as being for “Tourism, Government Visit, Business Meeting, Goods Purchasing, or Transit only”2.
It does not cover working. The UK government advisory states the VOA is “not suitable for all business activities or for volunteering”, and that using the wrong visa type for paid work can result in “prosecution, detention and deportation”4.
That matters here more than it does in a tourist town. People arrive on Rote intending to stay three months and keep their job running from the house. That is not a VOA situation; the route for it is the E33G Remote Worker Visa, which is a different application with different requirements.
Extending: how it actually works now
The old picture — turn up at an immigration office, hand over a passport, come back for biometrics — is out of date.
The Directorate General of Immigration states that extensions of the Visa on Arrival are applied for online, through evisa.imigrasi.go.id, and that verification at the immigration office covering the applicant’s place of stay remains mandatory5. So: filed remotely, confirmed in person.
Two things follow from that, and they are the ones people get wrong.
Apply before the expiry date, not before you run out of patience. Immigration states explicitly that no overstay penalty applies where the extension is submitted and paid for before the visa expires5. The trigger is the payment, not the intention.
A new VOA is not a substitute for an extension. You cannot apply for a fresh Visitor Visa without leaving Indonesia first2. If you want more than 60 days without a border run, the extension is the mechanism.
Extending from Rote
Here the geography matters, and here we are at the limit of what we can source.
The immigration presence on Rote is the unit at Ba’a, UPP Kelas III Ba’a6. The Class I office for the region is Kantor Imigrasi Kelas I TPI Kupang, across the water on Timor.
What we cannot confirm from a published source is which of the two performs the in-person verification for a VOA extension for someone staying on Rote — whether Ba’a handles it locally, or whether it means a trip to Kupang. That is a question with a ferry and an overnight stay attached to it, so it is worth settling before your 30 days are half gone. Call Kupang immigration and ask, or ask us and we will ask on your behalf.
We would rather tell you we do not know than publish a confident sentence that costs you two days.
Overstaying
IDR 1,000,000 per day, plus possible deportation and a re-entry ban3.
The fine is the visible part. The re-entry ban is the part that ends plans. If you are here weighing up a long stay, an overstay on your record is not a parking ticket — it is a mark against the visa applications you will make later.
One more thing on arrival
Separate from the visa: Indonesia requires an online customs and health declaration, filed on the All Indonesia arrival card website or app within 72 hours of arrival1. It is quick, it is free, and it is easy to forget in the middle of a multi-leg travel day.
